1st Whitby Crusaders Rover Crew By-Laws Article 1: Name: I) The name of this Rover Crew shall be the 1st Whitby Crusaders Rover Crew. II) St. Andrew's Church in Whitby, Ontario shall sponsor the Crew. III) The Crew will operate under the bylaws, policies and procedures set out by Scouts Canada. Article 2: Membership: I) Members shall consist of adults aged 18-26, or mature 17 year olds. II) An initial interview will be held with the applicant and the knights of the crew to establish the compatibilty of each individual to the goals of the Crew. Once the applicant is accpeted and registered, they shall become a squire. III) All members will abide by the Crew bylaws and Scouts Canada's bylaws. IV) Crew size shall not exceed 50 members. V) The executive shall consist of the knights in the Crew. VI) Each member shall pay $20 dues annually to provide the Crew with an operating budget. Article 3: Positions: I) Squire a. A squire is a new member that will be partnered with a knighted member to act as their sponsor. b. A squire must fulfill a quest that is given to them by the executive. c. In addition to a quest, the squire must perform 8 hours of cervice. d. All ceremonies and squireship rites are secret. e. Squires may only speak of their quest to knighted members. f. A squire is required to fulfill all tasks appointed to them by an active knight, provided the request is reasonsable. II) Knight: a. A member that has completed their quest, and received the rank of Knight through a secret ceremony. b. If a member enters the Crew knighted, he/she will retain the title. c. To act in the best interests of the Crew. d. To work in close contact with the Crew's Centurion(s) on all matters concerning the Crew. One knight may be appointed the designated contact, and may rotate. e. Any events or activities presented to the Crew needs to pass a majority vote, and the knight who presented the idea co-ordinates the event. f. To attend all Crew business meetings. g. To attend the monthly Group Committee Meetings and other relevant meetings. This is an appointed position, and may rotate between the Knights. h. To ensure the Scribe has up to date personal information such as address, phone number and email address. III) Scribe: a. To keep and issue all minutes of each business meeting. b. To read the details of the previous minutes at the beginning of each business meeting. c. To receive and keep copies of all Crew committee and sub-committee minutes. d. To keep a current copy of the B.P.P. of SCouts Canada as a reference. e. To keep copies of all Crew documents. f. To keep a current list of addresses and telephone numbers of all Crew members. g. Scribe can rotate at each business meeting. IV) Exchequer: a. To maintain accurate and up to date records of the financial activities of the Crew. b. To keep a record of the Crew's membership registration forms, health records, dues and camp/activity registrations. c. Prepare financial records for the Group Committee's year-end audit. d. Will be one of the co-signers for the Crew's bank account. e. Clear all financial matters though the executive. f. Appointed by a majority vote of the knights. V) Centurion a. To advise on legal matters pertaining to Rover events. b. To advise and aid the Crew member's personal grwoth, while promoting the Rover program. c. To approve Rover events. d. To provide a communication link with Area/Council Committees and Councils. e. Centurion(s) must be screened by 2 knights and Scribe, and will be appointed by a majority of votes of the Knight's. f. Centurion will be one co-signer for the Crew's bank account. Article 4: Uniform: I) At the formal meetings attended by the Crew, members will wear the formal uniform specified by Scouts Canada. II) At informal meetings, the executive will decide whether any Scouts Canada uniform is required. Article 5: Sword: I) The Crew sword shall be known by the name #&$^^!*&$#@^$(!$(*&%$#*!#* and shall be used in secret by members of the crew. II) #&$^^!*&$#@^$(!$(*&%$#*!#* shall only be held by knighted members and stored in a case to preserve it from the elements. III) Knighted members will use #&$^^!*&$#@^$(!$(*&%$#*!#* for all knighting. Article 6: Alcohol/Drugs: I) The use of illegal substances will not be tolerated at Scouting functions, formal or informal. II) Members shall abide by local laws for the legal age of consuming alcohol. III) There will be no alcohol consumption at formal meetings. IV) Members will abide by specific event rules while attending a Scouting event. Article 7: Amendments: I) Any knighted member of the Crew may offer any amendments. II) Amendments must be voted on by all knights, and passed with the majority. III) These bylaws may be reviewed once a year. IV) Any amendments must be signed by 2 Knights and Centurion.
